Over time, a large quantity of incomplete downloads has collected in my \incomplete folder, but I'm unable to delete them. Most are empty, except for an ADMIN folder, but some do contain partial downloads.
Is there any way to have sabnzbd automatically delete these un-needed folders/files? (I cannot seem to clear the (R)ead only property from within Windows Explorer.)

Check your connection in Status and Interface settings window.
Use Test Server in Config > Servers.
We will probably ask you to do a test using only basic settings. - Do you experience problems during repair or unpacking?
Enable +Debug logging in the Status and Interface settings window and share the relevant parts of the log here using [ code ] sections.

There's automatic way.
The safest is to remove lost items from the Status page.

Unfortunately, many of the corresponding entries have already been removed from my main screen- using the "DELETE NZB" option....not the "REMOVE NZB AND DELETE FILES" option.

"Delete NZB" is for completed jobs.
The other for not completed ones.
The status page shows you folders which have somehow disappeared from both queues.
