I have a strange issue. It's been happening for a while between versions (in hopes that update will fix issue), I have been living with this cause just a shutdown and relaunch of SABnzbd fixes the issue.

After a while I cannot connect to SABnzbd. Chrome says timeout. I can't even connect locally. Right now I had a browser connected to the services and that works but I can't make a new connection, even locally.
To fix the issue I restart SABnzbd and all is good til the next day or so. I am using HTTPS. Windows firewall is off, even though it works when it's on, turned it off to take out of equation.

I have no idea how to troubleshoot issue. Any ideas?

Not a clue here.
Maybe you'll have more luck with the 0.8.0 release (coming out in a month or two).
That one has a completely refreshed internal web server.
