problem changing hosts, program no longer works [OSX, port]

I am using Mac OS 10.6. I was using sabnzbd under usenetserver, and it worked fine. I switched to an account with newshosting, and when I tried to reinput the information under config, now I can no longer open or access sabnzbd. The port I have been given is 119, which was the same for both usenetserver and newshosting, but I get the following error message:
SABnzbd.py 0.7.16
SABnzbd needs a free tcp/ip port for its internal web server.
Port 119 on 192.168.0.197 was tried , but the account used for SABnzbd has no permission to use it.
On OSX and Linux systems, normal users must use ports above 1023.
Please restart SABnzbd with a different port number.
Open a Terminal window and type the line (example):
/Volumes/SABnzbd-0.7.16/OS X 10.5 and 10.6 (Leopards)/SABnzbd.app/Contents/MacOS/SABnzbd --server 192.168.0.197:1024
If you get this error message again, please try a different number.
Program did not start!
I tried copying exactly that into the terminal but it did not work, and I know nothing about using the terminal or ports or any of that so I was hoping I could get some help for how to handle this problem.
