New install not working

i have just reinstalled SABnzbd but keep getting 'web page not avaliable' from the exe

... "exe", so you must be running windows. Do this: open a COMMAND / CMD / console, go to the directory containing sabnzbd.exe (Probably c:\program files\ sabnzbd ...\ ), and start sabnzbd-console.exe

What is the output?

Hi Sander yep, windows 8
i'm not all that savvey with this stuff so bear with me.
The exe app and the desktop shortcut are what I'm refering to. Both get no result, 'web page not available'
The same goes for theSABnzbd-console.exe from the install directory.
What do you mean by output?

Do you know how to open a COMMAND / CMD / console? Run -> 'CMD' <enter>

OK. Now use "CD <...>" to go to the directory that contains sabnzbd-console.exe.

Can you do that?

Sry, had to log last night. It was getting pretty late.
Time for more information
Version: (SABnzbd-0.7.16)
OS: (Windows 8 64bit)
Browser: (Google Chrome, FireFox, latest versions)
Install-type: (Windows Installer,)
Firewall Software: (Windows Firewall, SABnzbd has been allowed through )
Are you using IPV6? (no)
Is the issue reproducible? (No Idea)
The program was working perfectly until I started getting extremely slow download speeds. I changed a few settings, number of connections, ports and such with no result so I decided to reinstall
after which I could not connect.
FireFox & Chrome are trying to connect to 127.0.0.1:8080.
A small detail which may or may not be relevant. The old installs icon had a yellow downward arrow and the new install has green?? Also SABnzbb seems to be running in my systems tray, the icon is green while the desktop icon is yellow.
Hope we can sort it out because this is a brilliant bit of kit.
Sander, if possible you may need to detail what I need to type into CMD to get where I need to be.

I'm going to try a reinstall again and them maybe a restore point. I've tried the link from the set up page http://localhost:8080/sabnzbd but still no go
Iv'e noticed that sometimes it's trying to connect to, http://127.0.0.1:119/sabnzbd

All sorted. It was something very simple in the end.
When I first uninstalled I neglected to tick the uninstall setting box :P .......reinstall now works...thanks for the help :)

Ok, my next question. Rubbish download speeds.
Is there anything I can do to speed it up. It never used to be this slow, around 200KB/s
Currently running 20 connections using Tweaknews
Getting constant errors, Too many connections to server news.tweaknews.eu:119
Testing servers often times out

Not much different sander
I have now got an account with Giganews and that gets around 1.5 MB/s to 2.5 MB/s.
My ISP speed test is around 10 MB/s, I wonder if I'm being limited by them. No idea really, there's so many varaibles... ::)

Did the error messages go away?

What does http://www.speedtest.net/ tell you?
