Download Slows To Bytes/Second

My downloads were all coming down blazing fast, I'm on a 30 MB/s down line and I get consistently around there or better. My ISP is Charter. I'm hard wired in. I capped my download at 3 MB/s, and had no issues for a couple hours.
Here is a screen shot of it:

Make sure you do not confuse bits/sec and bytes/second.
Also, SABnzbd's speedcap is set in Kbytes/sec (weird, I know).
So when you want a speedcap of 3 Mbits/sec, you want a cap of 300 Kbytes/sec, so set a value of 300.

I'm saying my downloads slow down to an extreme crawl. They will download @ 3 MB/s just fine for a while, then it slows down to an extremely low B/s.
I know Charter traffic shapes, but I don't know what to set my max download to to avoid it. I know I'm capable of it because I can download at the 3 MB/s without issue for a while. After the downloads completed in the middle of the night, I am still having issues this morning.

Right fron Sabnzbd's configuration:
Download rate limit (in KB/s - kilobytes per second).
So I would want 3000 for 3 MB/s down.
Here is a result of my speed test:

No, you're not. You're on a 3 MB/s line a.k.a. 30 Mbps. There is a big difference between B and b ... a factor 10.

OK, I was wrong. 30 Mbps down, not 3.0 MBps.

OK, good.
Now realize this:
ISP's use "Mbps"
Speedtest.net uses "Mbps"
SABnzbd uses ... "MB/s" (or kB/s)
... so be careful what you set in SABnzbd

OK, sorry.

If you limit SAB to 3000 KB/s = 3 MB/s = 30 Mbps on a 30 Mbps line ... there is not much limiting involved.
So ... set it to 300 KB/s
Disclaimer: I don't know if self-limiting helps against a throttling ISP.
