Web interface isn't working anymore (Sabnzbd 0.7.11)

I am experience a weird and frustrating problem, sabnzbd 0.7.11 launches at startup (with -b0 parameter) but web interface doesn't respond at all. If I remove the running process and relaunch it, problem disappears. Moreover, when sabnzbd starts at login(cold boot/restart) there is curl.exe process under(sub process??) the main sabnzbd.exe process; looked up using Process Hacker. If I end curl.exe process even then the problem disappears.
I have looked at sabnzbd logs but nothing suspicious shows up. The only thing, I can think of, which I have changed recently is the antivirus from bitdefender trial 2013 to avast antivirus. They are purely antivirus packages and not complete internet suite stuff. As for firewall I am using comodo. The fact that problem disappears when I restart the sabnzbd process or terminate curl.exe process, I doubt antivirus or comdo firewall could be a problem. BTW I have been running sabnzbd on the same system for over 2 years with comodo firewall with no issues. Currently, I am also using sickbeard and couchpotato without any problem on the same system.
Edit: Is there any chance that sabnzb is unable to read sabnzbd.ini while it starts at login but somehow is able to read after I launch it again. I am an administrator user.
Please help me fix this problem.
