I was in the process of setting up the email for notifications and the test button is not working.
Evertime I pressed the button it would reply with "No recipients given, no email sent".

Tried it in Chrome and it works as expected with the test email being sent.

Switch back to IE and the same still occurs.

OS Windows Home Server 2011 SP1
Browser IE 9.0.8112
Sabnzdb version 0.7.10

I cannot reproduce your issue.
Works fine for me using IE9 on Win7.
You're not using the 64bit version of IE9? That one has lots of compatibility issues.
