Only use backup server if primary is > 95% complete?

Is something like this possible? Since my backup host is on a block account, I'm looking for a way to keep usage down.
That would be too complicated to implement.
It would mean that SABnzbd would need to fill in the blanks after the first verification run.
This is hindered by the fact that you don't know the exact size of a missing article
until you have received it. The sizes in the NZB are not the sizes of the actual data.
Also there is no one-to-one relation between articles and the block concept of par2.
In short: an awful lot of effort for too little gain.
Also, nowadays it's fairly rare to have a substantial amount of single articles missing.
The biggest problem is posts outside of retention time and takedowns.
