I start the program up, but when I try to go access the interface (via FF17.0.1), but it times out.

OS: Win7
Install-type: Windows Installer
Skin (if applicable): n/a
Firewall Software: Windows Firewall
Are you using IPV6? No
Is the issue reproducible? Yes

TypeError: argument of type 'NoneType' is not iterable

There's a problem with the DNS of your Windows installation.
Start SABnzbd again and select Troubleshoot->Restart - 127.0.0.1 from the right-mouse-button menu of the tray icon.
