are all providers just astraweb resellers?

Hey folks,
I currently use usenetserver and decided to try Sunnyusenet in NL.
When downloading I hit the status page in Sabnzbd and all connections mention "astraweb". I switched back to usenetserver and it seems all connections on this also show astraweb. Are they all just resellers for the same provider?
