Pause RSS added jobs

Would it be possible to add this feature? Either by making this a global option or a per feed option.
But as it is now, theres just too many duplicates that get added.
So for now i have SABnzbd paused, as to tackle this problem.
BTW this is only really helpfull after the proposed feature for the 0.5.0 version (the "individual post pausing"-feature).
