problems with sabnzbd and other things

Hi all, I have been running sabnzbd for a few months now but now I have a strange issue that has come up. I will try to explain it to you and hopefully you might know what the issue is.
When I try to connect to http://[::1]:8082/sabnzbd/ it used to work fine. But now, it is really slow to respond and when it finally does respond (could be a minute or more) it may draw part of the page or it may show part of the page in text only. Now if I click on anything on the page, I will almost always get server not found Firefox can't find the server at ::1. if I hit refresh it may come up and it may not. It will not connect at all using localhost or even 127.0.0.1. If i try to run the sabnzbd-console it just sits there with a black dos window and never shows any information. I have uninstalled and reinstalled sab and it made no difference at all.
Another thing to note, if it displays the page, the multi operations and history have little yellow bars that are moving to the right but never does anything else. Now I dont run this sab all the time and only start it when I plan on sickbeard downloading a tv show so it isn't like it stays up for months at a time or anything. Now, I have another issue that came up recently with a game on this machine, Tribes:ascend. They did a patch a few days ago and everything was fine till I rebooted my computer. After the reboot, tribes launcher can't talk to its own patcher service. It can see the patcher service is there, but its like the ports are blocked and they can't communicate to each other.
That seems like what is happening with sabnzbd also. I do run avg firewall on this machine and have even set it to disabled but that didn't do any good. So, what I guess I need is to find out how this communication is broken and see if it is fixable. I am running windows7 64bit. I have went in and reset tcp/ip, uninstalled and reinstalled client for microsoft networking. Uninstalled and reinstalled dotnet 1.1 and dotnet 4.0. Reinstalled vcredist, checked the hosts file and it shows both 127.0.0.1 localhost and ::1 in the hosts file. I uninstalled and tried to reinstall tribes as well, but it can't seem to communicate with the patcher service that is on the machine.
Let me also note two other games that have been affected by whatever happened. Star wars the old republic never displays its launcher, it will be in memory but doesn't display the launcher. Mass effect 3 when launched, launches origin which then logs into ea, then launches mass effect 3. As soon as you get into the mass effect 3 it comes back with origin is not running (even though it is) and shuts down mass effect 3. Now, other mmo games that I have on this same machine does connect and works (star trek online, city of heroes, dc universe online) but they connect directly to servers outside of the local machine.
So this definitely seems communication related but I am at a loss for what to try next. Oh, I did even create a new profile and it was still the same issue, so it doesn't appear to be profile specific. Any help would greatly be appreciated.
