SABnzbd detected a fatal error: Cannot access the user profi

I installed the latest version of SAB for Windows. I am running Win 7. When I start the program I get the following error message:
Any ideas? Thanks.

Cannot access the user profile.
Please start with sabnzbd.ini file in another location
Program did not start!

Looks like something odd with your user profile.
Special characters in your user name?
The alternative is to adjust the shortcut for SABnzbd.
The properties should show something like this:
"c:\program files\sabnzbd\sabnzbd.exe"
Type a space after the last quote character and add:
-f d:\folder
Where you substitute d:\folder with the path of your choice.

I am having this exact same error, and I tried specifying the ini file in the shortcut.
I still get the same error.
I haven't changed anything w/ sab, but I did just uninstall a lot of junk off my pc and rebooted.
I even tried reinstall sab, but no joy.
edit: The first time I put in the ini path it didn't save. So when it saved thsi time, it allowed sab to start. Even so, I can't understand why the sudden change in behavior.

SABnzbd receives no user profile info from Windows.
Given that it uses fairly simple Windows functions to accomplish this,
I can only assume that somehow somethings changed in your Windows installation.

I had the same problem, even after re-installations of SABnzbd
Solved:
OLD: C:\Users\"MyName"\AppData\Local\
New: C:\Users\"MyName"\AppData\Local\SABnzbd; and then installed SABNzbd again. (I didn't remove the previous installation)
sub-dir SABnzbd is a new entry, handmade.
For me, it is working.
