I am using sabnzbd for 1,5 months now. I never experienced any problems.
I don't have the fastest internet connection around (8Mb download speed), but it does the job. The download speed is most of the time about 430 or 440 KB/sec.

Since yesterday I have a problem.
When I login and start downloading, everything seems normal. However, after a few minutes the speed drops to 0 KB/sec. The download does not stop, because now and then the speed does up to 50 KB/sec. But it drops back to zero within a minute.

I tried another nzb, but this has the same problem.

I am not having any trouble on any other places (eg internet or email).

Try a restart of SABnzbd or, if that doesn't help,
do a Queue Repair from the Status page.

I tried both options, but no result.

Today the download went well for about 10 minutes. Then the same thing happened.
No download.
