What's happening is probably this:
GigaNews US receives a DMCA notice.
They remove the reported post from their US servers.
Since the EU server is in Europe, the DMCA doesn't apply there,
therefore GigaNews-EU is under no obligation to remove the post.
Do what I suggested: set the EU server as backup.

I'm reasonably new to this so don't really understand fully how DMCAs work, however this was happening on every post made after 22nd Nov for me and a couple of others - anything posted before then was downloading fine. I was also downloading the new stuff within hours/mins of it being uploaded - do they really get noticed that fast and get reported? and would it apply to every single post from a certain day onwards?
I will certainly look into using both servers with one as a back up if you think that would help - would it be ok to just split the connections 50/50 across the two servers?
In answer to mrsus - to be honest once I had the fix working that was good enough for me, when I checked the download speeds actually weren't too different (it just seemed longer as I was impatiently watching!) and the communication with giganews support was all by email and it was late so I didn't pursue it further. Let me know if you get anywhere with them on this issue.

My experience tells me that having about 10-12 connections per server gives maximum speed with GigaNews.
That's way below the max.
Also, there's no real need to set an equal amount for the backup server.

I have the same problem, but just the other was arround. normaly I use Giganews (news-europe.giganews.com port 119) Then a few days ago I started to have incomplete downloads. I changed my setting to: news.giganews.com port 80. still the same problem. I followd the instructions in this topic and use: news-europe.giganews.com port 119 as my main server. and news.giganews.com as my backup server. And I now can download the file without a problem.
I contacted Giganews about it. They first told me to change the ports. When I told them I already tried that they replied which the following email:
Due to the specific file you listed that you are trying to download though
It appears that you are reporting an issue with ithe uploading and/or
downloading of Copyrighted materials, please note that Giganews cannot and
does not review the information flowing through or stored on our system.
When you become a Giganews member, you are agreeing not to transfer or
store copyrighted works on our system without the permission of the
copyright holder.
Posting of copyrighted materials without the permission of the copyright
holder can be grounds for suspension of posting or termination of your
account.
We will therefore not be able to assist you with this issue.
So there you have It.........

Why are you bothering to ask us about it? Giganews clearly stated they don't have the articles due to a DMCA complaint, so there's certainly nothing
we can do to fix your problem. If you feel Giganews is receiving too many DMCA complaints for your liking, switch providers. However, you'll probably find that
everyone is getting more DMCA complaints these days.

Clockwork has posted more info on another forum, and was trying to download a 2-day old upload. New posts take some time to propagate into completion on Giganews. By now, the post has filled in completely on all Giganews servers. The support email doesn't actally state that there was a takedown. If a subscriber's support inquiry to a Usenet provider mentions copyrighted material, it prevents them from giving assistance. They will usually try to find a solution to an issue if the identifying information is limited to article message ID's.
