It was a definite improvement. When we bumped it to 4 it started dl at around 200MBs and then dropped to a stead 120MBs. We then bumped it to 8 to test and it went it started in the low 400MBs and then went down to 150-160MBs. Could CPU bottleneck be the cause?

Anyway: 2815 Mbps download, so ... your Internet is very fast. Your CPU is the bottleneck.
SAB 3.7.0 (released today) is built on Python 3.11, which is faster. Pity it does not result in a higher usenet download speed for you.

Try indeed playing with the number of decoders. At some point more isn't always better, but because you have quite some cores in the i7 I assume there's some room.
