Glad that it works now.
I changed the Wiki text for RSS, it was a bit confusing.

BTW: The RSS interval is exact.
However, when the interval is set, SABnzbd picks a random number
between 1 and the interval (15 in your case). The first scan starts after
this number of minutes and the next one will be after 15 minutes.
This is to prevent the RSS sources from getting hit by requests every
15 min, 30 min etc. by lots of computers at once.

I am having the same problem. None of the fixes seem to work, the feed is checked. When I preview the feed I see things have matched, but they never download until I click force download.

Any ideas?

Did you read the whole Wiki text on RSS feeds?
The first batch of a new RSS feed is never automatically downloaded.
Only the files that are foudn in subsequent scans.
