Was this issue resolved? A friend is running 7.7 I believe, the latest update as of yesterday and gets this same issue. I remote desktop into his computer and compared our settings, they were exactly the same. Pretty odd.

What "same problem" are you talking about?
The root cause of the OP's problem was that "complete" and "incomplete" should never be the same.
