It will not move the American Sniper movie from
Complete\movies
to
A\2015
All the settings are correct it just isn't moving and renaming

Very likely it's your virus scanner that's blocking the rename.
(Not due to an error in the scanner, but because of the way Windows handles renames.)
You can disable the temporary names for folders in Config->Switches.
