10013 Permission Denied - Adding new server to new install

I hope someone can help me.. Ive been without for a while now trying to research but can't find anything.

On a fresh install on my main pc every time i add my server i get the following:

The first time i test it it appears to take 5-10 seconds to come up with the error. but if i click test again its instant that it denies me.

I know the details I am adding are 100% correct as this is already installed on another box in my house and even if i add a new server (on that box) typing in the exact same info it works. So its not the server and not my connection. It must be my pc.

I am running 8.1 (other box is running Server 2012). I have disabled defender, uninstalled any AV programs and disabled firewall. I even set my ip in the DMZ to try and see if thats the cause. I have tried using "-s:8085" and running as admin... No dice.

Anyone have any ideas on how to fix this? I am dying looking at what to do next.

Install-type: Windows Installer
Skin (if applicable): Default
Firewall Software: None (windows turned off)
Are you using IPV6? No
Is the issue reproducible? (yes/no)

You're using an SSL connection?
Did you tick the SSL box in Config->Servers?
Does your Usenet provider have alternative ports.

Did you try the standard port 119 and SSL off?

So... it randomly fixed itself. Ive been battling this issue for 2 weeks with many reboots and definitely using both ssl and non ssl with all the ports that were provided to me by the host.

and then randomly 2 days after posting this it works. Dunno how but im happy now thanks,
