After new windows install SABnzbd dead slow

Hi Guys,

I've been using SABnzbd for over a year with great pleasure, last week I was so fed up with my pc and how slow it was I decided to do a clean windows install. From Windows 7 to Windows 8.1
I installed SABnzdb again, filled in the server information and pressed the TEST button; Succes!

So I downloaded some nzb files and opend them in SAB, but then the download goes to about 80 kbs, and within a few seconds goes back to 0.

Does somebody have a clue, what's up (or should I say, down) ?

Did you install a third-party firewall or other security software?
