All of a sudden downloads will not start to download unless they are set to force. they say "Waiting" and the tab in chrome says "Paused" even when they are set to force and start downloading.
Any suggestions?

Check your connection in Status and Interface settings window.
Use Test Server in Config > Servers.
We will probably ask you to do a test using only basic settings. - Do you experience problems during repair or unpacking?
Enable +Debug logging in the Status and Interface settings window and share the relevant parts of the log here using [ code ] sections.

That means the queue is paused.
Check the square symbol at the top right of the queue.
When it's red, the queue is paused. Click it and it will turn yellow and the queue will resume.
