You're working on Windows?
If so, look for the yellow down arrow icon the the Windows System Tray area.
Use right mouse button click to access the Troubleshoot menu and select "Reset - 127.0.0.0:8080".

I have no idea what that URL means.

In a default installation of SABnzbd you should use this URL to access the user interface:
http://127.0.0.1:8080/sabnzbd/
(Assuming SABnzbd is running, which is indicated by the yellow down-arrow icon in the Windows System Tray.)

Do you see the yellow down arrow in the System Tray?
In other words, is SABnzbd actually running?

Right, that means it's not running at all.
Some debugging required:
Click the Windows Start button.
Then type: cmd.exe
Enter
Then type literally:
"c:\program files\SABnzbd\sabnzbd-console.exe" --server 127.0.0.1:8080
Enter

If the user interface isn't running, the look at the text for error messages.

BTW: If you're using a 64bit version of Windows use this to start:
"c:\program files (x86)\SABnzbd\sabnzbd-console.exe" --server 127.0.0.1:8080
