Slow/Fluctuating Speeds

Right, so the problem I'm having is that within the past couple of weeks my speeds have been fluctuating from kb/s up to no more than 3 MB/s.

I'm on a MacBook Pro running Mavericks 10.9.1

Spec - 2.5GHz Intel Core i5
8GB RAM
512GB Samsung SSD

Nothing has changed in the past few weeks, no programs have been installed, no other issues with my OS. I was hitting a pretty much consistent 7.2MB/s before the fluctuating started happening. It was a real rare case that it would drop below anything other than 6MB/s.

Now I've been through all the usual testing. If i download a file direct from a server, I get over 6MB/s. So that would eliminate any wireless issues. Though with a little bit of doubt in my mind I did think it could be still a wireless issue. Yesterday I installed a new Airport Time Capsule and things were still exactly the same.

Now strangely enough, this morning i thought I would try and remove the sabnzbd program and reinstall it. When I did so, all the settings were still there as I did not remove the config file. As soon as I started downloading a file. BOOOM 7.2MB/s and I thought my troubles were sorted.. till around 2 minutes later when it dropped right down to next to nothing and now won't go above 2MB/s again.

So now I'm thinking it could have something to do with the config file, so I delete that and try again. Still no difference.

I've also tried 3 different servers. I've tried tweaknews astraweb and usenetserver. All at different times, all with minimum connections (2-4-6-etc) and still the same. I've tried adjusting the Article Cache limit also. Tried a range of different figures as suggested but still no joy.

Now any ideas anyone? I had a search of the forum and can't find any answers other than what I've tried already. Thanks!

Right, so I seemed to have fixed it. If i pause the downloads while the processing is going on then the speed jumps back up to over 6MB/s. Any idea as to why this is? I'm guessing it must have something to do with CPU/RAM usage?

Options to check:

Use wired instead of wireless
Possible Usenet / Newsgroup throttling by your ISP btcentralplus.com. Workaround: use a VPN.
Possible throttling of any "massive" internet traffic by your ISP btcentralplus.com. This is done by USA cable companies, I don't know about your ISP. Hard to circumvent.
Newsprovider overloadeded. Test with another newsprovider.

Wired exactly the same
Haven't tried a VPN but no one else I know that are with the same provider are having any issues. I've just tested that in sync with someone.
As far as I'm aware, it is completely unrestricted. The only company currently doing it, mainly because its so expensive to take up.
I have tried 3 different news providers. All are exactly the same.

All afternoon it has been running smoothly at over 6MB/s since I turned off the pause while option. Now its fluctuating again. I've also been to a separate connection and still experiencing the same issue.
