if you have a queue of items that are not paused with a priority of < force when your quota is reached then the downloads will be halted. This is correct behavior.
If you then mark one items' priority as forced it commences downloading. this is also reasonable behavior.
The other items in the queue that are < forced will also start downloading. this is not correct behavior.
I suspect that this is caused by having the option to download multiple queue items enabled and by marking an item as forced removes the quota pausing temporarily.

There is some overshoot as SABnzbd tries to fill the available slots.
The issue won't be addressed until the resdesign of the queue, supporting multiple server priority levels.
