folder_max_length setting tried at 255, 128, 127, and 64 - No luck

EDIT: An interesting side effect is that when I moved other queue items above this, as soon as it hit this task is paused the whole processing, not just the task. This meant that a task which required downloading of par files wasn't able to continue processing as the queue was paused.

folder_max_length is is maximum size of individual path elements, not the full path.
Try something drastic like 32.
