So a couple of days ago i asked why my download speed maxed out at 500 Kb/s and i was told that my subscription of 5 mbps was the same as 500- 550 Kb/s so yesterday i upgraded my subscription (details below) and a friend of mine has the same subscription and downloads at 5Mb/s (5Megabyte per second incase my notation was wrong) but now sabnzbd maxes out at 1,6 MB/s any one knows why ? thanks in advance

Getting a fast usenet subscription isn't going to magically speed up your internet connection. Your friend probably has a better/faster type of internet connection, but for adsl 1.6 MB/s is a more than decent score.
