This has been an issue since my old file warez sharing days using Flashget and downloading files. I just always assumed that the download speeds you get when downloading warez or NZB files was throttled.
My IPS (AT&T Uverse) is is 12Mbits/s and it test out with that on Speednet. But the most I get through sabnzbd is 1.2 - 1.5Mbits/s.
I have tried disabling my antivirus and my firewall and this made no different. I have the Uverse firewall/rout in DMZ and use my on D-LInk gigabyte router.

Use Test Server in Config > Servers.

SABnzbd reports its speed in MBytes/sec, not Mbits/sec.

1 Byte = 8 bits
1.5 MB/s (MegaBytes per second) x 8 = 12 Mb/s (Megabits per second).
