Seems to be. For as long as I've been a member (14 months-ish) registrations have never re-opened. To judge by the forums, neither the admin nor the members are keen to open registrations, but there is a new version of the site currently in beta. I suppose that when the new site is completed the question of registrations may arise again.

So if there are never new registrations or new members how does the site move forward, get better and advance? I would imagine it gets kind of stale?

NZBs.org doesn't depend on user submissions, or any user interaction at all, actually. So usercount has no bearing on how good the content of the site is, all more users can actually do is make the site worse since the site can only handle about as many users as it has right now. If they opened registration again it'd be crawling within days, if not hours.

If you want a site which is more or less indistinguishable from nzbs.org content-wise, look at nzb.su. They both run the same indexing backend (newznab).
