This may be a completely stupid question but i need help...
My friend came over and set this up for me, he registered me with astraweb.com and bought me 180G, registered me here with sabnzbd and also with NZB matrix. He ensured me that these programs would use up the downloads i had purchaced with Astraweb.
However when i began making downloads it is deducting data allowance from both my Astraweb account as well as my ISP (Bigpond) account?!?
Is this supposed to happen? If not how do i fix it?!?
I would really love any help that can be given as my friend is now overseas and unable to assist me.

Yes, this is expected. Your ISP has a quota, it goes down whenever you do anything. Your news host has a quota, it goes down whenever you use it. Nothing you can do about this apart from getting an ISP or news host that doesn't have a quota.

So should i just not buy the data from astraweb then? What is the purpose of having it if it is just going to eat up my data allowance with Bigpond.

All reliable Usenet providers charge for the use of their servers.
Maintaining a Usenet archive with a long retention time and providing the required bandwidth is expensive.
The limits BigPond imposes are unrelated to this, they just count every byte you download.
Purchases from iTunes will count against your BigPond quota too.
As would on-line movie rental.
BigPond is just a bunch of greedy bastards, getting away with it due to lack of competition.
Otherwise, why do you put up with these people?

Ok, i am kinda understanding how it works now. Thanks for helping me 
I can hardly put up with them, but they really do have it over the market at the moment. Have decided to up my download limit with them though to allow for more downloads.
