Hi all, probably the 1000th person to ask, but my dl speed when i do a test is about 14MB ping 43 and upload just shy of 1MB, yet when I'm downloading through Sab i'm looking at 1.7 most of the time. Any obvious reson for this. My provider is sky, and i'm having a mission trying to get them to set the thing up correctly anyway.
I'm wired at the moment, so I know I shouold be getting that speed. Any suggestions?

Yes, indeed: this has been asked and answered before. It's easy:
Your DSL/Internet-speed is in (mega) *bits* per second, whereas SABnzbd shows the speeds in (mega) *byte* per second.
Including overhead, there's about a factor 10 between Bps and bps. So your 14 Mbps and 1.7 MBps (note the small versus capital letter 'b') do match.

What kind of hardware/software do you run SABnzbd on?
Did you enable an article cache in Config->General?
How many Usenet server connections did you set?
You are aware that ISP spec the speed in bits/second, while SABnzbs uses bytes/sec?
