What i want to do is to start SABnzbd in Chrome the non defualt browser all i can find is
-b --browser 0 = Do not show the browser (recommended for servers).
1 = SABnzbd will start the system's default browser, showing the GUI of SABnznd (default).

SABnzbd tells the operating system to start the default browser.
It cannot start another one.
Just define a shortcut in Chrome.
