Limited download while post-processing

Add an option to limit the download rate during post-processing along with pausing.

It's already possible to stop downloading during post-processing.
(Config->Switches)

I think that downloading is already slower during post processing if your system cannot handle the combination.
Have you seen otherwise?

My system can keep up with about 1.5MB/s while post processing, where my regular speed is about 7.5MB/s

Why do you want an option to lower the download speed during post processing?
It already downloads slower then.
Maybe I miss your point.
