I did a forum search but didn't find anything similar to my issue so if it's been answered already I apologzie in advance.
I have a 8mb connection from my ISP for downloads. When I'm downloading my download speed usually maxes out at 1.1mb which is perfectly fine for me. The issue is that the other computers on my network get significantly reduced bandwidth while I'm downloading.
Using SpeedTest.net I can achieve 8-10mb/sec for downloads but as soon as I start downloading it drops to .5 to 1mb/sec. I set my max download speed to 1500kb (Config > General > Tuning) and it didn't help. I also am using NetLimiter 3 for traffic shaping limited my connection for my SABnzbd box to 1.5mb.
I do not do anything on this machine other than downloads. Any help would be greatly appreciated.

Check your connection in Status and Interface settings window.
Use Test Server in Config > Servers.
We will probably ask you to do a test using only basic settings. - Do you experience problems during repair or unpacking?
Enable +Debug logging in the Status and Interface settings window and share the relevant parts of the log here using [ code ] sections.

That 1.1mb do you see that in SABNZBD + 
If so .. look at the following :
8mb = 1000 KB/s
So basically you are downloading at the MAX speed of your connection .. so yeah other pc's will not get much speed

SAB's download speed is in BYTES per seconds (recognizable by the capital B), for example 1 MB/s or 1 MBps
ISPs and speed-download-sites give the speeds in BITS per second (recognizable by the small b), for example 8 Mbps
So get from MB/s to Mbps, multiply by 8 or even better 10 (taking into account the overhead between application layer and network layer).
To limit SAB's download speed, go to http://localhost:8080/sabnzbd/config/general/ , and fill out in kBps
