I don't know where the issue for this would be, so I'm starting here to see if I can get some help from you guys.

My download speed seems to be maxing out at around 130-140 KB/s
Now this is the first day of me using Usenet so I don't really know everything about it all. I've only previously used torrents so that's pretty much all the info I know.
Now my current settings are;

Download Speed Limit = 0 [I tried other numbers like 450 and 600. Still the download speed caps at 130/140]
Article Cache              = 120M

I also port forwarded the port on the router for the host I'm using [news.astraweb.com] I don't know if that makes a different or not when it comes to Usenet.
I'm really not sure what the issue is so any guidance as to where I should start to make the speed higher would be greatly appreciated.

How fast is your ISP, does it do traffic shaping?
What's the maximum speed of your Astraweb subscription?
How many "connections" did you set for the Astraweb server?
Usually between 10 and 20 is optimal, you may have to experiment a bit.

The port-forwarding is useless and even a bit dangerous.

Aww shit nevermind, I actually sent a message to Astra, apparently I signed up for the 1mBit/s speed cap account. I thought I signed up for the one above that, apparently I can upgrade my account... Thanks for the assistance though.

EDIT: I also turned off the port forwarding with your suggestion of it being a little dangerous =]

Port-forwarding is only required when you run some kind of server on your PC.
In the case of Usenet traffic, your PC has the initiative and your router is
clever enough to understand that it needs to send the response back to your computer.
