I downloaded a file that was flagged as FAILED. It said it failed during download of extra blocks for repair. It did download successfully, although I had to unrar it myself.
Now I can't get it out of the queue. If I delete it it just re-appears. It is flagged as paused, and it won't unpause. And it won't downlaod anything else until it has finished with this.

Check your connection in Status and Interface settings window.
Use Test Server in Config > Servers.

Enable +Debug logging in the Status and Interface settings window and share the relevant parts of the log here using [ code ] sections.

This is a bit awkward and we will improve this in 0.6.0.
For now you'll need to do some precision surgery.
Click on the stuck job.
You'll see a details page of the job.
The URL will end in something like sabnzbd_abcde
Now stop SABnzbd.
Go to the cache folder (check in Config->Folders where it is).
Find the sabnzbd_abcde.sab and remove it.
Restart SABnzbd.
