Be patient: release 0.6.0 will contain proper Windows Service support.

it actually goes in %userprofile%\Local\VirtualStore\..
That's the "redirection" feature of UAC.
It's meant for software that insists on writing in its own program folder.
You shouldn't have the INI file in your program folder.
