i've tried via the web interface and that did 'close it' but it's still running as a process?

If you are using the right URL, but SABnzbd doesn't listen,
kill it using the Task Manager.

Preferably use a soft kill first (the one equivalent of Control-C).
Using -9 will soon give you a queue corruption.
