I am having an issue where Vista blue screens on big (1gb+) files during verification. It happens almost every time, and I never had an issue before 0.4.6. Any ideas?

Does the bluescreen give any issues? Could be anything, from bad RAM to overheating or old motherboard chipset drivers.

When Windows comes backup, it claims its a problem with the USB driver. The only 2 devices I have in use are a D-Link Bluetooth adapter and a Microsoft MCE receiver. I have unplugged and disabled the BT dongle and it still occurs. The system is stable aside from when par2.exe is running from a sabnzbd process. I have also noticed that if a download is not complete, ie with bad/missing blocks, it will crash everytime. So at this point it looks like par2 is the culprit. If i run quickpar to manually check the files it runs properly.

You could try using the non-multicore version of par2.
Go to C:\Program Files\SABnzbd\win\par2\
Rename par2.exe to par2-old.exe
Copy and paste par2-classic.exe, rename Copy of par2-classic.exe to par2.exe
Go to C:\Program Files\SABnzbd\win\par2\
Rename par2.exe to par2-old.exe
Copy and paste par2-classic.exe, rename Copy of par2-classic.exe to par2.exe

I switched the Par2 versions and it still crashed during a repair/unpack.

What happens if you let SABnzbd do just the downloading (so no post processing)?
After that run par2 manually from a command prompt.
If you system still crashes it's either your system or par2.
The par2-classic.exe program is the one that 70% of downloaders use.

I broke down and did a removal of the nvidia drivers using uninstaller and driver cleaner, and did a fresh install of the drivers that dropped last week. That in combination of a UPS that was connected via USB (I forgot about it being connected), this has resolved the issue. Thanks for all of the help though!
