I recently reformated my pc. I backed up my settings so everything is the same but download speeds are very slow. I have a gigabit connection but it's only downloading like 2-3 MB/s. Also downloads are failing 20-50 percent in. This happening on every nzb I have tried. My usenet provider is newsgroupdirect. I checked to make sure no bandwidth limiters were turned on. I clicked on the wrench inon and tested to see if everything is writing and downloading at the correct rates. The download test is downloading very fast.

Check your connection in Status and Interface settings window.
Use Test Server in Config > Servers.

Sounds like unreliable newsservers or your internet provider limiting you.
Try a different port for your current server, try to enable ssl if you haven't and otherwise try a free trial for another server to see if that helps.
In the Status and Interface settings, what does it show for Internet Bandwidth? Just to be sure.
