Using I-telligent.nl I have the deluxe package with 40 connections, but set it usually to only 20.

And sometimes it now spikes to 50MBs for like 5 seconds.. and then back to 450KBs

Never heard of.
To rule out (or not) that provider as the cause, trial-use another provider. For example the sponsor of SABnzbd: https://www.newshosting.com/usenet/part ... d&chan=hc2
... they have 750GB free trial account (probably opt-out)
Or buy a block account for a few euro's at a well-known news provider.
If that is fast all the time, you know the cause.

It is strange indeed. The Newshosting provider does do the job! But I never had issues with the other one before and my father was actually using it today and works fine with him. So not sure what's going on. I am in contact with them to see if they know anything.
