Although I have the setting Only Get Articles from top of Queue DESELECTED, it is still only downloading the top article in my queue. Once it completes, then it moves on to the next one, and so on.
Any suggestions for fixing this?

Check your connection in Status and Interface settings window.
Use Test Server in Config > Servers.
We will probably ask you to do a test using only basic settings. - Do you experience problems during repair or unpacking?
Enable +Debug logging in the Status and Interface settings window and share the relevant parts of the log here using [ code ] sections.

Top article, or top post?
Are you coming from torrent downloads, where all downloads happen at the same time? Is that your question? Because SAB will only download one post at a time ... to speed up things ...
