Can't install exe

I'm trying to install Sabnzbd on a new windows 10 pc and the exe will not open. No errors, nothing. Every other exe will open fine. I've tried shutting off windows defender, I've done a clean boot in windows, i've tried the older version and the release candidate, and they have the same problem. I've tried opening it from the desktop, and from the downloads folder, both by double clicking and opening as administrator.

Any suggestions? If I end up downloading the Windows standalone and unzipping, what are the tradeoffs?

No errors at all? That's strange.

Unzipping the standalone is the same version of the installer, there is no real drawback using that one instead! It will work just as well.
