When I first try to start the program I get this error and cant even start the wizard? have checked windows firewall and even turned it off

This software is not part of Sabnzbd, it's some package sniffing/modification software.
Some other software installed this fiddler service, whatever it may be (see Google) and it's blocking sabnzbd.
