Hi All,
I recently had to re-do my windows installation and re-install Sabnzbd. I had backed up the settings folder and replaced it in my "app data/local" folder after the install so all my setting were restored. But now I am noticing that the folder names of my completed (and extracted) downloads all start with "UNPACK_". These are correctly being located in my "Completed" folder but just without removing the "UNPACK_" from the folder name.
Is there a setting that doesn't get saved or something that I may have overlooked? I went through all of my settings and they look the same as before I did the re-install. All was working great before the re-install.

Check your connection in Status and Interface settings window.
Use Test Server in Config > Servers.

Windows has a bad reputation when it comes to renaming folders.
Often it forbids it for no clear reason.
That's why we provide an option to disable the use of temporary folder names.
To be found in Config->Switches.

I am not sure I had that setting enabled last time. This might cause SickBeard to try to process the folders before the files are fully extracted though, right?

Yes, the temp names are meant to prevent premature access by other software.
SickBeard can be told to only react when SABnzbd runs the SAB2Sickbeard script.

This sounds promising. I think I remember having SABnzbd run a post script of some sort, but I can't remember which one it was (it may have been the SAB2Sickbeard script). Is this script set to run by default? Or does it have to be enabled. Also, if it was set to run, would this setting be retained in the app data/local folder?

You should look in the SickBeard docs.
You create a category TV and connect the SAB2Sickbeard script to that.
SickBeard will send NZB of the TV category to SABnzbd and will wait for the script to trigger.
