I have been getting over 100Mbps with my speed test for over a year now since switching to cable speed boost and up until a few weeks ago I have been getting speeds in Sabnzbd to show for it, getting dl speeds at 15MBs. But in the past few weeks I have noticed that the speeds were getting slower and slower and now im only getting 1Mbs - 2Mbs. Its not my ISP as I have just had them out here yesterday to check all of our connections, its not my hardware as i have a Surface Pro 3 256Gb i5 and my PC is running an i5 3470 with 32gb DDR3 and a gtx 970.
The PC is connected to by ethernet and the SP3 is wifi though both get the same speed staying around 1Mbs, when the speed was normal and running at 15Mbs the SP3 was getting that no problem. I have no idea what has made the speed slow down to this rate, i didnt change any settings on my pcs or on my routers or even any settings to do with usenet.
Steam is still able to DL at 15MBs, so any help would be really appreciated as i have no idea whats going on.

Check your connection in Status and Interface settings window.
Use Test Server in Config > Servers.
We will probably ask you to do a test using only basic settings. - Do you experience problems during repair or unpacking?
Enable +Debug logging in the Status and Interface settings window and share the relevant parts of the log here using [ code ] sections.

Do a test with another Usenet program, like Grabit.
