In my case there was a problem from Windows 10 update 1903.
I have downgrade to 1809 update.
The malfunction is solved.

Hi, Sorry for my English but i think i have a same issue here. I use 2.3.9 with Windows 10 1903 x64 . (Motherboard : Maximus IX Code with I-219V Ethernet) I did different cross test and the problem came from my PC and not my router my cables or others. The problem seems to appear randomly but always...
