SOLVED: I still had active downloads to the default folders, once I purged them all I was able to change the default folders.
YAY!

[Solved]Changing default folders
Hello, I am trying to change the default incomplete & complete download folders which seems pretty straighforward but every time I do it and hit save changes it appears to work but once I restart SABnzbd it reverts back to the default C:\Users\[my username]\Documents\Downloads\complete & the...
