For some reason the .ini in the install directory only occurs after the second wizard (I always get 2 wizards when I use the 0.6.15 package for some reason)

What does unrar give as signon if you run it manually? Does the rarlab version that you installed come first in the PATH? The permissions issue is beyond me, as I don't know your platform.
