Thank you for clarifying how it works and most important why.
It's not a big issue to me, so I will continue to enjoy sabnzbd just as is, for a looooooooooong time ^^

That's normal. You're supposed to clean up the failed folder. Well, if it fails I can understand. However, I made sabnzbd retry the unpack and it succeeded. Then it deleted all the rar-files within the FAILED_xxxx folder, just as I would expect. The only thing it didn't do is delete the empty FAILE...

No cleanup of empty FAILED_folder after retry
A download fails because of low disk space.
I make room for unpack and tell it to retry.
The file is unpacked successfully but an empty FAILED_xxxx folder is left behind.
Other than that: works like a treat
Edit: using Sabnzbd 0.6.9 and Windows Vista 32-bit
